Colombian Wyandotte pullet or roo?

Is it common for chicks from the same batch to develop at different rates? I have two 10 week old columbians that look different. One has a reddish wattle and comb and the other hardly has anything. I was trying to get a good look at the saddle feathers. My other Colombian has a crossed beak. What do you think?
