Duckling can't move neck

I have a duckling that is 4 weeks old. She has been fine up until one week ago. She was found upside down on her back stuck. I removed her and isolated her. She has no obvious broken bones or bleeding. I separated her because I thought she would have been stressed out from the incident. Since then she has declined. She has a very hard time lifting her head. She is flapping her wings and quacking. She is eating and drinking when I lift her head to help her get to the food and water. Any suggestions on what I can do to help her. She seems very weak.
