Found chick, what IS it?

A guy down the road was out with a weed eater and a chick ran across his yard and was trying to go through his basement window. Thinking it might be one of my birds, he brought it to me. I have no idea of what it even is, it's about the size of a gosling. I called game and fish, she said noone was in who could help figure it out. Her suggestions were 1) put it back where it was found. I told her it would likely get eaten by a cat. Since I was thinking maybe some kind of shore bird, she suggested taking it out by water and releasing it. Her last suggestion was that I could try raising it but it'll probably die. Unfortunately, I think at this point I'm the only chance this thing has for survival so I need to figure out what it is and what to feed it. She did mention that there are no rehabs in the state. Can anyone help me figure out what this guy is?
