I think my quail is sick

Last year I had a quail that got hurt. Another quail in my coop pecked around her eyes so bad she could see for a few weeks. We gave away the quail that hurt her and separated her from the flock until the scab went away and she could see. But lately I have been noticing that her feathers still haven't grown back and the skin around her eyes are saggy. Whenever I go out there in the morning she is all fluffed up. Im not sure what to do. She seems to be able to see but I do not think it is comfortable. Is there something I can clean her eyes with or should I just leave it.

I would leave her eye alone. You say she's fluffed up...why? is she in a drafty place or is it cold where she is?

What does her droppings look like, ie; runny, off color, yellowish or bloody?

Does
she have mucus around her nares? Bubbles in her eyes?

What are you feeding her?
