Put an empty aluminum soda can on top of it with a handful of beans in it, taped shut. It will take several repetitions* but the cat will learn, eventually.

*A dog would learn after one experience but cats ... like to gamble. Or are optimists. Or something.

I had a cat with this particular addiction.

I came home from work one day to find the whole inside of my house tp'd by my cat. I just wanted to teach him to leave the tp alone and take up a new sport.

We solved that issue. The dispenser never got put up.
The roll sits on the counter and it works fine!

When my GP had a litter of 10 it went into the cupboard next to the loo and for some reason is still there to this day. On the roller, it ended up all through the house in one long or several bite size pieces. On the counter it got knocked either into the sink which is kept dripping for the elderly cat to get a drink whenever she pleases or into the john.
