So do I put the food and water in the coop with the broody and eggs for when the chicks hatch, or do I put the food and water on the ground level where they have to get out of the coop to get feed/water?
I just put a broody girl in my broody breaker yesterday. She sure did go back broody fast after only having laid again for about 3 weeks.

Depends on the height of the nest box. If it's too far off the ground the newly hatched chicks won't get back driving the hen to leave the later hatching eggs If it's ground level they'll be ok having food and water on the ground.
