Incubator Problems

I got a used 1590 GQF Hova-Bator and I set some eggs after the first batch didn't hatch I blamed the eggs so I got some fresh eggs and put a second batch on. When I went to candle them again nothing after a week. I put a temp minder in the incubator and saw it was at 116 F ! When I turned it over the preset had been taken off so I switched the "Rocker Down" as instructed in the manual. Again the temperature after that spiked over 106 F. So now I am using the 1 - 7 settings to see if I can get the temperature to the 100 F as required. I just had it on the "2" setting and still no change is it possible the thermostat is pooched?
 
Well I put the rocker down and again the temperature spiked it looks like the thermostat is likely the culprit as the light stays on all the time. I have a new batch of eggs on as I have been micromanaging it a bit but going to go down to the UFA a get a new one. I'll look online for some parts and hopefully get this one fixed as well.
