Is this normal for 5 week old black Cochin feathers?

Something looks strange. Got these from a private farm. Unsure of what’s going on.

Looks like they were being plucked. Were they crowded? Feathers should grow back in as they continue to grow and molt as long as they aren't continuing with that behavior.

They were all in an indoor converted water drum brooder. I wondered since the floor was sloped if they may have been walking over each other? I’ve brought them to an outside open air enclosure and haven’t noticed any plucking behavior.

They should look a lot better in a few weeks with better care and housing.
