Legally Selling Hatching Eggs

I am looking into selling Quail eggs online.
However, my Dad thinks that if somebody buys and hatches the eggs I sell, and the chicks have "some sort of disease", than they could trace it back to me and get me into some huge legal trouble.

I think this is a load of baloney, that has no substance or meaning behind it. I don't know why he would think this, as he has no knowledge of selling hatching eggs, but that is irrelevant.

Unless of course, he is right. And that is my question. Will I get into legal trouble if I sell "diseased eggs".

Extra Information:
I live in New Jersey and have not seen too many laws/ordinances regarding selling hatching eggs.
I would have a small flock (10 birds-15 birds) and would be selling small quantities of eggs (10-20 eggs).
There is no reason to believe my birds would have a disease.
I would not be selling live chicks at all. Simply eggs, both out-of-state and within New Jersey, online only.

*Note, I don't actually have any quail yet, but this is why I would want them (to sell hatching eggs). I do have chickens, and am aware that there can be some issues regarding quail and chickens, but that is besides the point.But as it would be with my possible quail, there is no reason to believe my chickens are diseased and would pass their disease onto my quail eggs/quail.

You'll only get into trouble if you ship eggs across state lines without NPIP certification.
NPIP is administered by each state separately but is a national program.
It's not a difficult thing to do.

Once certified, your state will give you a book of Form 9-3s and they must accompany any shipment. Some states also require a permit for importation that they will send you once they get the paperwork from your state if you're birds have been tested.
