if I hatch out eggs from my golden 300 drake and my magpie duck ( who has laid a egg everyday since she started, 42) the ducks from that mix will lay well? Can I mate them back to their father for a 2 nd generation ?

They probably will lay well since golden 300s and magpies are both good layers. I wouldn't recommend mating the offspring with a parent again since you could risk having more genetic defects in a second generation by breeding that way.

According to Storey's Guide to Raising ducks laying ability comes from the drake so you should be good, as SkyBlueEmu said.
