My quail babies are a week old and I moved them to their bigger cage for a little more space. In the smaller space they would all sleep under the heat plate. In the bigger space all are under the heat plate except for 4 of them are sleeping together in the middle of the cage. I do live in Arizona and it is 80 degrees in our house. They’re not cheeping or anything. Just sleeping together in the pine chips. Are they ok to not be in the heat this young? Or should I encourage them to go their heat source?

If they look comfortable, they are. What temperature you keep them at varies from bird to bird, just like comfortable temperature differs from person to person. At a week old, 80 is fine.
