Solid floor and rats?

Hi guys, I'm building my new coops and mulling over a question. I have been told that if I do a solid floor either on the ground or just a couple inches above it I'm just begging for a rat infestation. Is this true in your experience? I've always done either dirt or concrete floors before, but this time concrete isn't an option and in the damp Pacific Northwest and my fondness of feather legged fowl I figure dirt floor isn't my best option either.
 
barn cats?

my "portable" coupes stand a several inches off the ground never any issues with rats. but i also have barn cats

rats are more of a city issue. not so much a country thing. to many natural predators. (hawks, snakes, coons, cats etc)
