No. Whenever the power goes out the unit ends up resetting itself. The total for the year is 9.24" but that also includes the snow melt and not just the rain. Snow melt when the ground is frozen does not help. Most of it sublimates (directly from snow to vapor) and is carried off by the wind.

Following this thread.

I have a friend near Waldorf whose daughter has petitioned him for chickens. Can't imagine how ya'll keep them alive in winter (or yourselves for that matter... -25*F is probably the lowest survivable temperature for me...while moving and wearing all my hunting gear, including hot hands).
