What is this? A few little black spots on her comb, otherwise very dry and scaly.

The black spots and faint white ones could be fowl pox, a virus carried by mosquitoes. It lasts about a month. No treatment is needed. But the missing feathers look like she has been feather picked possibly by a rooster or hens. Roosters will hold on to the neck sometimes with their beaks.
