Barred Rock Pullet or Cockerel?

That's a pullet. Male barred rocks have double barring genes, so they have more white barring than the black part of feather color; female barred rocks have single barring genes, so they have more black than white. Sometimes, a barred rock with equaling amount of black and white color could be very confusing. But yours is clearly a female.
This is my male, for a visual šŸ˜Š
