I put it on a qtip and did both. She would close it when I got the qtip close so it didn't really get in her eye well, it took some work to hide it from her and gently roll it into her eye when she'd open it but in general, I just put it on the outside.
Yes, what Eggcessive said, if you have her and she isn't frozen, peace of mind with a necropsy is everything and it could help the rest of your flock. If she's frozen, they cannot test for viral illnesses but could maybe test for other things. I'm no expert but in my short time with chickens...
