Try to get it off with possibly some gentle warm water. Possible dip that part in water but only for a second and only that part. You need to be sure to keep it clean while it is absorbing the yolk sack if that is what is happening. Good Luck
When mine had some to absorb it was on a clean paper towel and absorbed it in less than an hour. It seems this is a long period for it to still be out of it.
 
Overall it would be a good idea to attack this problem with extra nutrition at this point. you can do this without spending a lot of money. Try feeding them live nightcrawlers (VERY FUNNY ALSO), or from canned tuna fish. You can make them scrambled eggs with sugar in it also to give them a boost.
It cannot eat tuna or any other type of food until it is getting chick grit which it doesn’t need as long as it’s eating flock raiser.
