21 days in an incubator how long do I wait

Give it another 3 days. I know very few people who did not have a delayed hatch their first time or two incubating.

Give it 3 days and if they don’t hatch toss them. Don’t start assisting the hatch unless they have been externally pipped well over 24 hours. Even then I wait a good 36 because some just take longer. Many people have ended up killing the chicks at this stage due to the combination of Impatience, lack of experience and good intentions.

Can you candle one and see if there's any movement or an internal pip?

I did this morning and no pipping yet

On day 20 I don't see the beek yet do now what should I do wait till day 23 and see
