3 week old quail help!!

I hatched 9 quail chicks and they are 3 weeks old today.
I am kinda concerned about one of them, Its about half the size of the other ones.
Its got most of it feathers or anything but hasn't grown to much.
Why could that be? I also noticed that that one isn't as active as all my other ones.

Any advice? I'm getting worried.

Is it a different breed of quail?
He is still eating and drinking fine?

They are all coturnix.
And yeah, it seems to be eating good. It always has its little pouch on its neck full. & it'll come and eat food out of my hand.
I'm not sure about drinking though. I don't catch it drinking as much as the other ones.
I'm gonna keep on eye on him just to make sure he gets water.

I woke up this morning and the little one had died. I'm not sure what was wrong with the poor thing.

Quail are funny seems sometimes there prone to die 1 day healthy next they just get weak or other chicks peck them very sensitive little guys until they mature out, Sorry for the loss. VQB
