4 Day Old Bantam Seems Weak

I have a 4 day old bantam chick that was hatched in the incubator and then given to my broody hen. She took it no problem. It doesn’t want to eat or drink on its own, just wants to tuck away and sleep under the hen. It’s taken a few mouth fulls of water (with electrolytes in it) when I’ve put its beak into the water but no food. Have also given some drops via syringe throughout the day. When it walks it’s so unsteady and falls all over the place can hardly get itself back upright without help. Is this normal for a bantam at this age? Any suggestions? Thanks!
