Noticed the red on the wings/shoulder. Figured I'd ask here. Came from TSC EE pullet bin. Included it's 3 week old Pic also.

I'm not sure about the feather patterning, but based on comb and wattle development alone, I'd say a pullet.
Only males can have that golden feathering in the shoulders like that.
Combs, & Wattles aren't always a dead giveaway. Sometimes coloration is.
Plus he's bearded, so there'll be little to no Wattles.
 
Is that specifically because of the feather colouring? It's got 0 comb/wattle development for a 6 week old. Is this common for this breed?
This breed has a pea comb which is smaller and flatter than a single comb plus the beard hides wattles so yes, it’s typical for the breed. The red on the shoulders like that is a male trait. His comb should develop more as he gets a little older.
