Only males can have that golden feathering in the shoulders like that.I'm not sure about the feather patterning, but based on comb and wattle development alone, I'd say a pullet.

Combs, & Wattles aren't always a dead giveaway. Sometimes coloration is.
Plus he's bearded, so there'll be little to no Wattles.
This breed has a pea comb which is smaller and flatter than a single comb plus the beard hides wattles so yes, it’s typical for the breed. The red on the shoulders like that is a male trait.
