are 2 male quail to 5 quail hens too much?

It depends on the disposition of the males, but it is unlikely to work out well. If you are very lucky and the males don't fight, with only 1.5 hens per roo, the girls are likely to get overbred. In the best case, this means bald hens. It is more likely that they will get head injuries, and it is possible that they will be killed.

isn't that 2.5 hens per roo?

You're right. I read that as 5 birds total, not 5 hens for some reason. Overbreeding is still an issue, however, since a male should have 3-5 hens, with 5 being ideal.
okay. we might still combine them and keep an eye out for issues.
