Ayam Cemani Odd Growth on Back. Any ideas?

This is my first time with Ayam Cemani chicks and only second tim with my own. One was born what appears to be a portion of skin filled with water. It doesn't appear to be a yolk sack. After hatching I let it dry in bator and then moved to brooder. After noticing the growth I wrapped it in a wet towel and placed in back in bator in a cup. After hours there was no improvement. I'm the pictures you can see that it is not coming out of it's vent. Any ideas? I'm looking to the BYC Fellowship for answers. I would love to save "Circus" , long story ending in a new lesson learned, but am really wanting to know if it was my error in incubating.

I'm sorry for the format. I did on my phone while putting my daughter sleep as sje cried and worried about her poor "Circus".

i have searched for it and thinks as a blood test
you can take out the water through syringe as docters do during blood test
or you should she a vet
syringe is my thought first make sure before performing it
 
@kriz the farmer thank you. So the fluid has reduced a tad bit in the sack. The chick is doing fine and can walk now but it is dragging that. I am fairly confident that it is not a herniated organ or other major malformation. The sack itself is definitely under skin. It is aqueous. You can see in this other picture how far it hangs off its backside. It is eating and pooping. I am going to drain it as soon as I can get a needle. I want to wait a few days for it to get stronger too. Thanks for all the help.
