Bad crop/failure to thrive?

So I got chicks from tsc this year and one little girl is having a big problem. Every time she eats her crop fills up huge. I have treated for blocked/sour crop and it takes almost a week to go down but then as soon as she eats again it's back to how it was. I have done everything I can think of to help her and it ain't getting any better. She is also less than half the size of the others at 9 weeks now and the others know something is wrong with her and attack her constantly. She has been separated but I cant keep her in the house forever and dont know how to help her because nothing has worked to fix her problem. I have never had a problem like this before and am looking for some advice. No worms no coccidia, not impacted or sour but still has a huge and full crop and not growing
