Bullying?

This is my first time with chicks. They are 3 weeks old. I just noticed this lump on the back of one of their necks. I can't tell if she is being bullied or if there might be an ingrown. I don't see any active bullying, if anything my other chicks seem to protect her when I get close. I can tell it hurts her when I touch it. I put some silver gel on it for now. Any suggestions would be great.

Not sure what's causing that.
It almost looks like a burn?
If it is plucking I would ask how much room do your chicks have right now. In other words are they crouded?
3 week old chicks are almost fully feathered and need activity. They are scratching all over the place and looking for entertainment and very curious.
Also, if you have them under a light, switch to a red bulb. Which at this age they are almost past needing added heet depending on your circumstance.
Watch this chick closely for distress, and have a ready place to isolate her if needed. If you need to move her away from the others maybe pick one other docile chick to be with her so she has a friend. Chicks dont do well in isolation.

Thank you. I was actually expanding their space when I noticed it. It looks a lot better today after applying the ointment. I am done using our red light also. Thank you for your response :)
