Hubby is from Pittsburgh. The first time we drove out there for the holidays, he told me about run away truck ramps. He said he'd seen a truck in one once.

Each one you see,,,,, means a prevented wreck. (and loss of life)
The surface is usually sand, or pea gravel. It slows down the runaway truck effectively.
After a runaway rescue, they groom the surface. But not always. If you pass one often,,, you can see new tracks that were not there before.
