Can be both. They can also cackle when they aren't laying an egg.

My chickens cackle all the time, I've even heard them do it at night. They do get especially noisy when laying though

My marans are talkative all the time lol. I find talkative level is also based on the breed.

or more appropriately the 'escort call'.....

Before and after, or when another bird is laying, usually not during their own laying.
This vocalization also sounds much like the 'alarm call'...
.....which can happen at any time and is not related to laying.

Here's an example of what my hens do after laying an egg and/or after watching another hen lay an egg. It doesn't have to be them! My chickens talk to one another, cackle, squawk and make all sorts of sounds. Some to each other, some to me!
