My parakeet just laid 3 eggs...... She hasn't been sitting on them is this normal? I would like to maybe incubate them if she doesn't sit on them. I can't figure out how to incubate them though. Help

I would not incubate your self it is nothing like raising chickens chicks. They are not like chickens they hatch without any fluff and chill easily, for this reason both parents rear young chicks because they can’t be left. They also would have to be syringe feed like every 2 hours for the first few weeks. I believe they will lay until they have enough eggs then start sitting. They only raise clutches during certain times of the year and only lay at that time. Try google if it.

You can incubate parakeet eggs. Whether you should is a totally different story.

Does the female have a mate? If not the eggs aren't fertile and incubating them is moot. Describe your set up. What kind of nest box have you offered them for breeding? If she's laying eggs on the floor of the cage then no, she isn't going to incubate them.

Day-old hook bills are notoriously hard to feed and are easily asphyxiated. You'll need to do a lot of research into handfeeding and brooding the chicks. Furthermore, can you provide space/homes for all of them?
