Change of hen behaviour

My 2 year old hen started pecking at my 6 month old hen (she is her mother). It's not a hard peck, as the hen doesn't scream or run away. She actually just stands still and then all move along. Could she be jealous or is she stating her dominance?

She could be getting after her for bad behavior, or most likely, cleaning her, like an old school mom with spit n' hankie. My chickens groom each other if they're close.
