chick keeps having dried feed cemented/clump in beak

I have one 3 week old EE who may have a small gap between top/bottom beak (not cross beak, they look like they are aligned correctly), but there's a small space where food keeps getting trapped and drying so that I see a little bit of it from the side, and can use my fingernail to loosen and remove. It comes out as one beak shaped piece about 1/4-inch+ long. She is on crumbles, but there are fine small particles that she may be getting from the bottom of the feeder. It's something that's just developed this week. I'm wondering if it's feed related (though the other chicks do not have this happening) or if it's beak-related (is the bottom beak too long?) and something that's likely to worsen? I did see someone posted about a quail with a similar issue, and that resolved once the bird started on larger feed. Edited to add: I'm using hemp bedding in the brooder. The piece shown below does have a small piece of bedding the length of it.

I would suggest maybe making her feed into a mash. Just mixing it in water so she can get it down until she's a little bit bigger and can handle it. Probably a week or so and she should be fine back in the feed. The problem is she's so tiny right now that she doesn't have the space to dislodge it herself.
