Chicken with flakey skin

Hi,
My Rhode Island Red hen Ruby has very flakey skin, particularly under her vent area. None of my other hens have anything like this and there is no sign of mites or eggs. The site makes her itchy and uncomfortable.

I’ve tried to wash the area, but haven’t had any luck removing it. Does anyone have an idea on how to fix this?

Hard to tell what's going on there.

I'd wash the area using some dandruff shampoo, see if that helps.
