If he's getting fertilised eggs he has parents that should be capable of incubating and raising so I'm not sure why he would have the need to throw them away
If you're really set on incubating and raising take this time to really look into everything from incubation to proper brooding equipment/temps, feeding equipment from bent feeding spoons to specialised crop syringes as some youngsters need to be crop fed. Familiarise yourself with feeding times and temperatures as improper feeding can result in a host of issues.
I have been breeding cockatiels and other parrots for decades and would never willingly raise from such a young age unless the parents have abandoned or have too large a clutch, 2 weeks plus is a better time to pull for hand rearing if needed. I also find simply handling youngsters produces birds as friendly as those who have been hand raised
