If he's getting fertilised eggs he has parents that should be capable of incubating and raising so I'm not sure why he would have the need to throw them away
If you're really set on incubating and raising take this time to really look into everything from incubation to proper brooding equipment/temps, feeding equipment from bent feeding spoons to specialised crop syringes as some youngsters need to be crop fed. Familiarise yourself with feeding times and temperatures as improper feeding can result in a host of issues.
I have been breeding cockatiels and other parrots for decades and would never willingly raise from such a young age unless the parents have abandoned or have too large a clutch, 2 weeks plus is a better time to pull for hand rearing if needed. I also find simply handling youngsters produces birds as friendly as those who have been hand raised

I have everything other than the formula and am prepared and like I said the parents aren't broody nothing I can do. He said the 2 females lay a batch twice a year and he just throws them away one batch during April and am assuming the other in July (he waits a good while before throwing them away as it does take quit a while for a cockatiel to create a batch of 10. He's also breeded his cockatiels before he's no nooby and has had them for years). I also created this thread to have help with hand raising and not to be discouraged, as I'm pretty determined. Anyway this is next year we're talking about still plenty of time to learn and I've found a very knowledgeable place to learn about hand raised birds.
