That looks like a cockerel, I would guess it is a Jersey giant or a black australorp but I am not sure. How old is this bird and what color is the bottom of is feet?

Yes, it is a cockerel. Maybe Australorp.

Typically after 16-20 weeks old but there have been cases where cockerels start earlier than 16weeks

I had a male Leghorn crow at 4 weeks old! But typical for my roosters is around 3 months old.
