Do wattles definitly mean roo on a Silkie?

Does it have a comb. I have 2 silkies they are 13 weeks old. 1 has a comb the other doesn't. They both have wattles although the 1 with the comb has bigger wattles, and started getting them early on.
 
No it doesn't mean its a roo. I think from the pic its body looks more pullety.
Can you post a pic of the entire bird?
I have a silkie hen with big wattles......and a roo with less than the one in your pic.
Its so hard to tell sometimes. Some grow huge comb/wattles.........some dont. I think its easier to tell the sex by the tails.......the legs and the behavior.

I would put $$$$$$ on that being a girl....... but it is early. I have one that is 3 mos old........I'll post a pic so you can see how big the tail already is. I think its a boy, but its so mellow.
