Does my 36 gallon sound over stocked?

Hey I bought a 36 gallon bowfront tank for cheap because I was wanting fish. I was gonna get some fancy Goldie’s but decide against them because I wanted more than two and the water changes where going to be a little pricy in the Texas summer.

So my ideas
15 ember tetras
4 Cory cats
1-2 dwarf cockatoo cichlids
4 Oto cats or 1 bristle nose pleco
3 Nerite snails
12ish shrimp
Tons of live plants

So I was not going to stock all at once I was going to put invertebrates first, and yes I know the shrimp will be eaten. They are really cheap like 50 cents a pop. Then I would add the cories and otos/pleco. Then the ember tetras school. And very last the apistos or dwarf cichlids. They would have lots of hidey holes for the smaller fish to hide and the apistos to breed or “conquer”. The tank will be heavily planted.

What do yall think
 
I'm more familiar with keeping those goldfish. You got the right idea starting small and working your way up for stocking. I would get the plants and tank established first. That alone will take a couple of weeks, than I'd slowly add stuff and see how it goes. I'm not familiar with that snail variety. Does it eat plants? I tried a planted tank, but never got the hang of it. Are you planning on using sand for the substrate?
