Drunk Duck Please Help

I have 8 ducks that stay on our pond across my house. Last week I noticed that my 1 duck had trouble getting out of the pond, so I tried to catch it- in the pond for about 2 hours on a boogie board (burr). I was unsuccessful. He was able to make it to the bank and I was able to catch him. He is a Penkin male duck and walks like he is drunk. I have contacted multiple vets in my area and they do not see ducks. I have looked him completely over and he has no injuries. I have him contained. I don't think it is poison because the other ducks would have the same symptoms due to being in the same pond. He can stand and sit without being wobbly. I have done some research and started him on antibiotics (possible ear infection) and niacin (possible vitamin deficiency). He eats and drinks. His stool is also dark tree green. He is still acting drunk and don't know if anyone out here can help me. He has not gotten any worse or better. Please help!

Did you check the bottom of his feet and his legs? It might be a little late to do a flush in case he ingested any toxins
Yes, I checked every part of his body. I thought that was what he hurt due to waking so drunkenly, so that's what I checked first. It is very odd to me that he swims just fine in the pond but not on land.
 
Have you considered
Niacin or vitamin deficiency?
I started it on Niacin a week ago along with an antibiotic in case it was an ear infection. I don't know what other vitamin I can try? Can you please assist? I am grasping at straws. ugh
