Just found out today that one of my roosters has a mite infestation and his parts of his skin is black, ruff and thick scaly. I've given him 3 baths and they are still coming off him. Was I too late?? He is just laying in sink with some warm water. Just resting. Please help!

So we probably can't judge until we can really see what's going on. IMO that means keep washing until no more comes off and then post what we're looking at. It could be mite poop. Could be dead skin. Could be fungal. We won't know until we see under all that stuff coming off.

I don't know what that means, and no there are no vet near me
Necrotic means dead. Necrotic tissue can often cause infections if left in place. If you've not got a vet, then I do recommend you get as much dead black stuff off as possible. His comb looks healthy, and from what you're saying he sounds like he's not acting horribly. Just tired.
I wouldn't put him down yet. I'd try to debride (exfoliate the dead skin off) the area until you can see a little blood coming up.

EDIT: But DEFINITELY treat him for mites like Cas said.
