Encephalomalacia in an adult rooster / Vitamin E deficiency?

Just spoonfed him vitamin B complex, I opened a capsule and mixed with a tablespoon of water and he drank half of it, he tried to really go for it too, so he seems to like it.

I think I'll also opt for a poultry spray (from Pure Planet) that uses clove and cottonseed oil as its active ingredients, as permethrin is very dangerous for cats, which we intend to have later on.
 
permethrin is the active ingredient in most household flea sprays. You don't put it on the animals, you use it in your house and coop.

ivermectin is put on the chickens
 
Ahh, thank you. Permethrin, got it. Also, I read that unsaturated fats are bad for chickens, right? I figured that since oils are unsaturated fat, the fish oil vitamin E pill might pose that risk.

Are you giving fish oil (omega 3) or Vitamin E (400IU) daily?

I would only give 1/4 of the B Complex daily.

Up to you about the poultry spray. I understand about the cat and permethrin, but are they cats licking chickens? You treat each individual bird with the spray (under the feathers - neck, wings and below the vent) and also treat housing including nesting boxes/roosting bars.
 
Updates:

So I've managed to feed him once daily with a mix of water, that rooster booster vitamin powder, and lay mash -- about a half cup a day, fills his crop. These past two days, however, he just keeps 'smacking his lips' and flicking his head around whenever he takes a bite, and otherwise recedes into a sleepy position with his head tucked back and his blind eyes closed. I can't find any poultry vets near me, and I really need to figure this out soon, since I can't feed him much anymore due to his odd behavior getting in the way.
 
My last resort is just trying to feed him chick feed starter with amprolium, in case this is a matter of coccidiosis (his recent 'sleepiness' may be just that). PLEASE give me something concrete here.
 
If you want to treat for Coccidosis, then get some Corid.
Dose for Liquid Corid is 2 teaspoons per gallon of water or Powdered Corid is 1 1/2 teaspoon per gallon of water. Give for 5-7 days as the only source of drinking water.
Don't add anything else to the water except for Corid.

Stop the vitamins during treatment.

I'm sorry he's not improving. He may have disease like Marek's which is taking it's tole.

There's so many diseases or conditions that chickens can have, there's no way to get concrete answers. A vet may have a better idea. If you lose him, a necropsy may reveal more answers.
 
Have you considered following Wyorp Rocks suggestions? He has experience with this. Bypassing his recommendation won't help your cause if you continue to use your thoughts on this.

Yeah, I'll be taking him to a vet about twenty miles away. Hopefully I can get a definite answer and the license (figuratively) and directions to get proper medications.
