Foot injury/not bumble

My cousin just sent me this of her young rooster. They live in East Texas and he is about 24 weeks if I’m recalling right. They say he is limping and sent me this picture because I’ve had chickens for years. However, i do not have any feather feet breeds. To me it appears an inflamed erupting pin feather? Almost like an ingrown hair. I’ve dealt with a lot of bumble and I don’t jump to that. Hoping for guidance! (I’ve suggested they join the page for a while and they simply haven’t).

I agree, it does look like a broken feather or impacted feather. If he were mine, I'd try pulling that out with a pair of pliers.
First of course, clean the area really well, I like to use Chlorhexidine, pull the feather, then swab really well with chlorhexidine. Pack the hole with triple antibiotic ointment. If possible, put him on clean dry bedding for a couple of days to keep it cleaner and tend to/clean the site and monitor at least once a day. Something like that will likely heal over in a few days if taken care of so it doesn't get infected.
