16 weeks, and I'm puzzled. This guy/gal is much smaller than my Rooster that's the same age, but the comb is more developed than the pullets that are the same size as the frizzle. Though it's comb is also no where near as developed as the rooster. The feathers aren't helping me figure this one out. So, is it a late blooming cockerel, or a early blooming pullet?

Yep. S/he is a bantam cochin. I'd love if it's a pullet. I didn't know bantams develope faster, but I guess it makes sense.
They do. And most of the Cochin bantam cockerels I've seen on here have obvious male combs by 4 weeks old, including frizzles. That's why I think it is a pullet despite the suspicious feathers near the tail. It's difficult to sex frizzles, especially solid colored ones, by the plumage-- the frizzling confuses things.

Anyway, hope you get a pullet!
