Frizzle Easter egger suddenly has a wet neck most of the time

I returned from a long weekend vacation to my frizzle Easter egger always looking she has a wet neck. She's in the brooder still with one other pullet who I haven't really seen pecking at her. The Easter Egger's beard has grown in a good bit. My suspicion is it's getting wet when she drinks water and she's picking at own neck out of slight discomfort? Any guesses as to why she looks like this?

Mine get their beards wet when drinking. There’s nothing to worry about. Very pretty girl. 🥰 If she’s picking at the wet feathers, she’s just preening off the excess water.

In the photo, it may look like there's blood on the neck but I'm pretty sure it's just dirt from her messing with it.
