I have two mottled frizzle pekins approaching 4 weeks. I had read slow feathering in pekins is more likely male, chick 1 was the slowest of all the pekins to feather. Can anyone give constructive advice if this is correct? Anyone shed any light as to their sex?

Slow feathering and gender are not related. That is a myth, in most cases. You can breed hybrids with that quality if you want it, but it's not true in pure breeds.

So, you go by comb. 4 weeks is a bit early to start judging, but so far the comb is pale and pretty small, so I would guess it is a pullet at this point in time. Watch for quick growth and red coloring in the comb. If it happens early, say before 11 or 12 weeks, you may have a cockerel.
