Hatching button quail issues, how long before far gone

This is my first time hatching button quail, Ive always had no issue with chicken eggs. Everything that could go wrong has gone wrong with this batch. My tried and true incubator broke. The replacement has been a pain. My temp has been maintained at 39.5C ( I have two thermometers inside) but my humidity has been all over the map, the breeder I got the eggs from directs humidity to be at 45-55, for the first 15 days, I havent been able to maintain that without a lot of fluctuation, and when Im adding water there’s a quick drop in humidity because I have to open the container to add it. The humidity dropped to 17 once at night, and twice to 30 some. Did they even stand a chance? It’s day 21, no hatching, do I call it tomorrow at the 22 day mark or how long do you give it to call it quits? Online states a pretty big hatching window, but as early as 16 days which seems pretty far at this point.

I haven't incubated quail but I'm currently incubating chickens and my tried and true quit on me. My new incubator had humidity issues on and off with the first couple days. I was sure I wouldn't get any survivors but they're all okay.

That being said, quail from what I know do have the shorter hatch time but I'd give it another day or two to be sure. I had chicks hatch at day 25. I was getting ready to shut the incubator down and the last one finally pipped.

I've also had a couple overachievers that popped out the day after lockdown. I also found this thread.
