Free Ranging
I will defer to others if overruled, but I might wrap the run in a tarp, especially on the windward side. If the birds have enough ventilation (about 1 sq ft per chicken) that will keep the moisture down. Most of us new chicken owners get so freaked by the idea of the girls getting cold that we fail to provide enough ventilation, and they are vulnerable to frostbite.
If you wrap the run, be sure to leave enough ventilation at the top.
Keeping water from freezing completely is important. Keeping the coop warm isn’t. They’re birds, with their down underwear under their feather coats!
