In the Brooder

Hi there, I kind of looked up this topic but didn't find the most accurate information I was looking for. I have a few questions.
I have 4 week and 3 week old chicks, they are all mostly feathered out by this time, can I take away the heat lamp? They are inside my home in the corner of my living room and my heater is typically set to 65-75F. A few of them are already jumping like crazy so we are diligently working on putting up the coop so they can go outside anyway.
I also have 3 and 4 week old ducklings, primarily fluff still, and I have recently had to move them into their own brooder away from chicks because they just constantly kept getting the chick wet- the ducks have a heat plate in their brooder that is set to 78C, can I take that away from them as well- or should I leave theirs since they are mostly fluff still? Their brooder is right next to the chicks brooder they all still talk to each other. So they are in the corner of our living room as well, heated home.
Another question to add on here, when they are all outside, in their coop will they still need a heating source?
