If you do use a wading pool, even if it is under cover - it's still a good idea to drill or poke holes in the bottom for drainage. It could still get some water or possibly snow in it even with a cover over it.

I am using a cement mixing bin. I thought I'd try it and see if water is a problem, and then add holes if need be. I've checked after a heavy rain and the dirt where I'll have the bin was still dry.
