I have a pair of goslings around a week and a half old. One is very large, constantly running around and eating. The other about half its size and seems sluggish and unsteady on its feet in comparison with what seems to me to be a visibly swollen stomach which is hard to the touch. Both are pooping, eating, and drinking normally. I’m currently giving them both flock raiser with nutritional yeast and chick electrolytes as well as letting them graze. I’ll attach photos comparing the two. I’m afraid of water belly but I don’t have enough experience with geese to tell.

I’m sorry but this is a serious condition that only a vet can possibly treat. It could be an infection in the coelom and in that case the fluid needs to be drained and the gosling needs a course of antibiotics, it could possibly have originated with an infection of the yolk sac or umbilical.
Unfortunately this could also very likely be ascites from a failing heart, and if this is the case there is nothing to be done but keep the little one comfortable in what remains of their life. I’m so sorry.

If you can I strongly advise looking for another gosling now, so that they can bond quickly and so that the bigger gosling won’t be as traumatized when they lose their little friend as they won’t be alone.
