HELP!! Integrating new chicks with older hens

I did originally raise 6 girls together. With that size run/coop. None have ever shown an interest in roosting inside. I have a friend who has 5 and hers lay on the coop floor also. I can't free range (township ordinance) nor can I expand the size of the run (again, ordinance).

That is something you should really figure out why and correct,
unless you live in a very mild climate(year round) and your run is predator proof and has sun/rain protection.

With the ordinance limits you face, you may well have to adopt an "All in/all out" population management that LG suggests.
