Help! Raccoon eating legs through wire!

I've had 5 or 6 quail with missing legs over the last week and finally captured it on camera. Will add another layer of hardware cloth a couple inches below to see if that works.

Chicken wire will NOT keep anything out. Hardware cloth all the way to the ground could work, or at least one more layer of hardware cloth underneath, a distance down, so their toes don't poke through. Be sure the cloth doesn't have any slack in it and can't be pushed up, coons are very clever.
