HELP! What is wrong? Droopy wing, beak down, Pictures..

Wow! Ok, I am one MISINFORMED lady. I'm relatively new to having a flock (doing it for 2 yrs, but a city bred woman learning as I go). When I bought my chicks I did a whole lot of research on what to do, how to feed them, etc. One thing I read said to put scraps of food in a hanging netted bag (like you get onions in) and hang it for the chickens to peck. If the fly's lay eggs in it, it was good because the maggots gave the chickens extra protein. I haven't been super careful of scraps I gave them because of the advice given in the article, but it's nice to hear from you all that this was really bad advice! I haven't had any problems with botulism (yet, crossing my fingers) but at least I now know what to look for and what to do to try to prevent it. Thank you so much for the info.
 
I have a question: Is it correct that I give my rooster the molasses and water for 7 days? Do I give him any food? I mean, I must if it's that long but there's no mention of food that I remember reading (except yogurt).
I also am wondering how long they can have Botulism. My rooster has been displaying these traits, which sound exactly the same as yours, since last fall. I am glad that I found a website that addresses questions like this.
